Welcome to the October 2025 edition of the Political Law Playbook. Highlights this month include a flurry of redistricting activity across the country by state legislatures as they explore efforts to redraw congressional districts ahead of next year’s federal midterm elections and prepare for the impact of a potential US Supreme Court ruling on Section 2 of the Voting Rights Act. This edition also explores a new law in California related to funding voter turnout initiatives, as well as efforts in California and Michigan to curb the ability of utilities to engage in political activities at the state level. Finally, we cover an important federal court ruling emerging from the US District Court for the District of Columbia where the court determined that the current IRS standards for determining whether a Section 501(c)(4) nonprofit organization has engaged in excessive political activity are unconstitutionally vague.
